According to the report by CNBC, the reason behind the delay is partially due to the multiple problems that were faced by Samsung Galaxy Fold. In general, Huawei wants to avoid all the troubles that Samsung went through after Galaxy Fold began to fail on the hands of early testers. Additionally, the company has also embarked on additional testing with mobile carriers as well as developers throughout the world to ensure that Mate X works properly. Of course, it goes without saying that the whole situation with the United States government doesn’t exactly provide a conducive environment to release a product as significant as Mate X. That being said, Mate X will still be launched with the Android operating system since the foldable phone was technically launched at MWC 2019 which is way before the US sanction took place. This means that the phone still falls under the purview of the temporary licence provided to Huawei which allows it to carry the operating system. (Source: CNBC.)
